We stayed at the Hotel Anda for 2 nights in October 05. The receptionist spoke excellent English, and gave good directions to Riga town. The hotel is across the river from Riga, about a 10 minute bus or tram journey, and is located right by the stops, so there's not far to walk.
There is a supermarket, post office, other shops, bars, restaurants nearby but the hotel does do some food as well. Breakfast was simple but enough to keep you going until you got to the town for lunch.
Rooms had comfy beds, great shower, TV with some English channels, no minibar or tea and coffee making facilities though.
I would stay here again as it is reasonably priced and its location is not too inconvenient.
