If u are are worried about the cleanliness of a hotel, this is no doubt the one that you can consider. It is very neat.
However, if you would be concern about getting some assistance (for some reasons) from the supposed-to-be helpful staff, the Manager, I'm afraid you would be disappointed to get some extending arms and listening ears from the Manager - Mr. George Thong.
I have stayed in this hotel for nearly 2 weeks. Overall, the room is neat but I am not happy!

Quite simply, the Plaza Parkroyal is one of the best 4 star hotels I have ever stayed at world-wide. The location is only a 5 minute walk from the Bugis area and MRT and lies opposite Arab Street. Also access to the lovely walk along the Kallang River is only 10 to 15 minutes away. This will eventually take you to the "Big Durian" concert and exhibition centre.
The young staff on reception are well-trained, very efficient and very friendly. The Concierge and bell-boys also offer great service and are very knowledgeable on local areas. The coffee shop always seems to be busy, especially in the evenings, but the hard working staff, led by a lovely and efficient group of supervisors, are very attentive. The evening buffet is very good value and is used a lot by local Singaporeans. Always a good sign. Pop in to the friendly bar and be surprised at the atmosphere. There is a resident group or combo playing dance or disco music every evening. It is a place to people watch, as the locals use it to practise their ballroom dance skills or jive movements. Be prepared to be shamed by their prowess, but it makes for a wonderful relaxing time. Every Monday and Thursday evening there is a fashion show at 9 o'clock.
The rooms are well appointed for a 4-star and quite spacious. Non-smoking rooms are available on request when you check-in. Housekeeping are also very efficient and the cleanliness of the rooms is excellent.
If you are on a "Singapore Airlines Stop-over" then you receive 50% on food and beverage in the restaurants, which makes it an excellent deal.
When you choose this hotel for your Singapore break, I am sure you will enjoy your stay and be impressed by the warm welcome you will receive. Singapore is well-worth a longer stay than is normally given to it.
